On the Windows IE Menu you dind 3 tabs - General, Security and Restricted Items.
Security tab - The Security tab has 4 different tweaks -
After selecting the checkboxes of your choice you need to hit "Apply Tweaks" button to effectuate

Enable: Enable Popup Blocker for Internet Explorer
Disable:Disable Popup Blocker from Internet Explorer (Not Recomended)
